Ukrainian Officials Claim Responsibility for Car Bomb Attack on Russian-Backed Politician

In a dramatic turn of events, Ukrainian officials have proudly taken credit for a car bomb attack that claimed the life of a Russian-backed politician. The Main Intelligence Directorate of the Ministry of Defense announced on Telegram that this act was a form of retribution against "traitors to Ukraine and collaborators with terrorist Russia." Andriy Cherniak, representative of Ukraine's Military Intelligence Directorate, confirmed the operation, stating, "It was our operation."
The target of the attack was Mikhail Filiponenko, a member of the Luhansk legislature. This was not the first attempt on his life, as he had miraculously survived a previous car bombing just days before Russia launched its full-scale invasion of Ukraine. Filiponenko had formerly led the Moscow-backed separatist troops in Luhansk and represented the group in the cease-fire monitoring center in the region.
The Ukrainian officials claimed that members of the resistance in the occupied territory assisted in carrying out the assassination. This marks a significant shift in Ukraine's approach to the conflict, as they turn to targeted killings after failing to achieve anticipated gains from their counteroffensive this year.
Rebekah Koffler, president of Doctrine & Strategy Consulting and a former Defense Intelligence Agency officer, explained that targeted killings are an irregular form of warfare used by modern militaries when traditional approaches fail to produce a clear military victory. This strategy involves planned assassinations by special forces to degrade, demoralize, and deter the adversary. However, Koffler believes that while this approach may not drive the Russian military out of occupied territories, it will lead to a protracted and "frozen" conflict.
The Moscow Times reported that since the start of Russia's invasion in February 2022, several high-profile backers of the operation have been attacked. However, Ukraine rarely claimed direct involvement in these incidents, making the recent claim of responsibility stand out. Some insiders have raised concerns about Ukraine's pivot from an outright offensive to targeted assassinations, suggesting that it reflects an unfocused approach. According to sources from the Ukrainian domestic security service, some of the targets hit are seen as "marginal figures."
Speculation has arisen regarding the motives behind these assassinations. A former officer of the Ukrainian domestic security service suggested that some of the attacks may be aimed at impressing President Volodymyr Zelenskyy, referring to the targets as "clowns, prostitutes, and jokers" surrounding the Russian government.
