Two Men Accused of Murdering 12-Year-Old Waive Appearance in Court

In a significant development in the capital murder case of 12-year-old Jocelyn Nunagray, court documents reveal that the two men allegedly involved in her death, Johan Jose Martinez Rangel, 22, and Franklin Jose Pena Ramos, 26, chose to waive their right to appear in court. Despite their absence, the judge proceeded with the court process, as per court officials.

Requested by the District Attorney's Office, each of the accused's bonds were expected to be set at $1 million. Nevertheless, the magistrate refrained from making a decision to hold the suspects on bond. It remains unclear why no bond was requested, but sources indicate that the district attorney may need to present evidence during a hearing before seeking bond amounts.

According to court documents, both Rangel and Ramos were construction workers. Allegedly, the two men lured Jocelyn beneath a bridge where they held her for two hours. She was reportedly tied up, had her pants taken off, and was tragically strangled. Authorities discovered Jocelyn's lifeless body floating in a nearby creek on Monday, shortly after she was reported missing.

Investigations indicate that Jocelyn encountered the suspects on Kuykendahl Road, where they allegedly approached her and asked for directions. It is believed that she snuck out of her home at around 10 p.m. Sunday, leading to her encounter with Rangel and Ramos.

After several days of intensive investigation, law enforcement apprehended the two men on Thursday at the Canfield Lakes Apartment complex located on 13355 Northborough Drive. It has been revealed that both Rangel and Ramos were former ICE detainees.

The family of Jocelyn expressed relief knowing that the individuals accused of her murder are now in custody. As the case unfolds, the District Attorney's Office is expected to carefully build its evidence before revealing it to the defense, possibly during a future hearing.

The tragic death of Jocelyn Nunagray has shaken the local community, and her family seeks justice as the legal proceedings against the two accused men move forward.
