Winthrop Police Officer Arrested on Charges of Child Rape, Confesses to Authorities

A shocking incident has rocked the small town of Winthrop, Massachusetts, as a veteran police officer was arrested on suspicion of raping a child. Lt. James Feeley, 56, appeared in a court in East Boston on Wednesday to face charges of rape of a child and indecent assault and battery on a child, after confessing to the horrifying acts on the night of Christmas, according to court documents.
The alleged victim, who is under 12 years old, was taken to Boston Children's Hospital on Tuesday, where he described being sexually assaulted by Feeley. Disturbingly, the victim also revealed that the abuse had been ongoing for approximately a year prior, as detailed in a state police arrest narrative.
During the court hearing, a judge ordered Feeley to be held on $200,000 cash bail and issued a protective order for the alleged victim. Feeley was also instructed to wear an ankle monitor upon his release, surrender his passport and firearms, and have no contact with children under 14. Despite his request to hide his face from cameras, the judge denied this appeal.
Defense Attorney Nitin Dalal informed the court that Feeley is experiencing feelings of guilt, remorse, embarrassment, and humiliation. Dalal also highlighted Feeley's need for mental health treatment, which led to the prosecutors' request for him to surrender his weapons.
Winthrop Police Chief Terence Delehanty revealed in a statement that Feeley has been placed on administrative leave, and that the criminal investigation is being led by the Massachusetts State Police. The investigation began on Tuesday, after a request from Winthrop police.
The state police arrest narrative revealed a shocking confession made by Feeley at Belle Isle Cemetery on Christmas night, where his parents are buried. Feeley confessed his disturbing actions to Chief Delahanty, his brother Winthrop Sgt. Sean Delahanty, and other members of his family. The alleged confession prompted immediate action, with Chief Delahanty taking Feeley's gun due to concerns about his mental state, and Feeley being taken to Massachusetts General Hospital for a psychiatric evaluation.
The news of Feeley's arrest has left the community in disbelief. Several neighbors in his Winthrop neighborhood expressed shock at the allegations, as Feeley had been a respected member of the police force for 21 years, having been promoted to lieutenant just last year.
Suffolk District Attorney Kevin Hayden issued a statement assuring the victim and their family that they will receive the necessary support throughout the proceedings.
If convicted, Feeley faces a minimum of 10 years in prison. He is scheduled to appear in court again on January 29th for further proceedings.
