Newly released court documents have shed light on the horrific mass shooting that took place in Ybor City, resulting in the deaths of two individuals and injuries to 16 others. The documents provide details on the arrest of one of the suspects, Tyrell Stephen Phillips, 22.
According to a criminal report affidavit, the incident unfolded in the early hours of Sunday morning when officers already present in Ybor City's Entertainment District heard multiple rounds of gunfire erupting from 7th Avenue around 2:47 a.m. Tampa Police Chief Lee Bercaw confirmed that approximately 50 officers were at the scene at the time of the shooting.
Upon arriving at the 1600 block of 7th Avenue, officers discovered numerous victims suffering from gunshot wounds, including the body of a 14-year-old boy identified as Elijah Jaquan Wilson. Another victim, identified by his family as Harrison Boonstoppel, a 20-year-old, later succumbed to his injuries at Tampa General Hospital.
The affidavit states that Phillips voluntarily surrendered himself to the officers at the scene and openly admitted to being one of the shooters. Law enforcement officers recovered a Glock 29 10mm semi-automatic firearm with 11 rounds still in the weapon from Phillips' front waistband.
During questioning, Phillips explained to the homicide detective that while he was waving at a female acquaintance from middle school, he was approached by a group of individuals in an aggressive manner. According to the affidavit, one person took a fighting stance and another spat at Phillips.
Phillips claimed that a third individual appeared to be reaching for a weapon from his waistband, though he clarified that he never actually saw a firearm. The suspect mentioned that due to the noise in the area, he couldn't discern what the group was saying. Feeling fearful, Phillips retrieved his firearm and discharged it towards the entire opposing group, firing an estimated two rounds. He then fled the scene towards the north while hearing additional gunfire behind him.
While videos of the incident showed the 14-year-old victim approaching Phillips in an agitated manner, the detective noted that the teen had his arms raised away from his waist. The affidavit revealed that as the victim's hands were lowering, Phillips retrieved his firearm and shot him, causing the teenager to collapse immediately.
Upon reviewing the video footage, Phillips confirmed that the victim he shot was not the individual he saw reaching for a firearm. Cellphone video evidence and Phillips' statement further corroborated that the 14-year-old did not brandish a weapon at any point during the altercation.
Authorities are continuing their investigation and are searching for two additional suspects involved in the mass shooting. To aid their efforts, a tip site has been set up for individuals with information regarding the crime.
State Attorney Suzy Lopez has filed a pretrial motion deeming Phillips a threat to the community and is requesting his pretrial detention.
