An advocacy group, the Puerto Rican Action Committee of Southern New Jersey, is calling for an independent investigation led by the state's education department following a shocking incident at the Elizabeth Moore School in the Upper Deerfield Township School District. The group expressed deep concern over the lack of immediate notification to parents and the district's communication methods.

The incident involves a 25-year-old custodian, Giovanni A. Impellizzeri, who has been charged with several offenses, including urinating on cafeteria equipment, tampering with food products, and endangering the welfare of a child. The New Jersey State Police received anonymous tips regarding Impellizzeri's alleged actions, leading to his arrest on October 31. On November 2, an additional charge of official misconduct was added.

The Puerto Rican Action Committee of Southern New Jersey expressed shock and outrage at the incident, condemning the custodian's actions as "beyond deplorable." They stressed the importance of conducting an independent investigation to provide answers to concerned parents and students. The group specifically called for the state's education department to lead the investigation.

Parents and the advocacy group questioned why the school district did not immediately inform them of the custodian's arrest. The organization criticized the use of robocalls as an inappropriate method of communication for such a serious matter. It also raised concerns about the delayed notification to parents, which occurred two days after Impellizzeri's charges were filed.

Superintendent Peter Koza released a statement on November 1, assuring parents that the district takes the health, safety, and welfare of students and staff seriously. Upon learning of the alleged actions, the district promptly placed Impellizzeri on administrative leave pending termination.

According to the affidavit of probable cause, Impellizzeri's actions involved contaminating cafeteria food and utensils, defacing school property, and filming himself performing lewd acts. Disturbing videos allegedly posted on an encrypted social media platform, Telegram, captured these acts, including urinating and spraying bleach on food, rubbing bread against his genitalia, and engaging in sexual acts with items from the school.

The county and state departments of health have not provided details on how they will monitor the sanitation of the building over the weekend. However, Superintendent Koza mentioned that an independent cleaning service has been engaged to inspect and sanitize the premises. The district's meal service provider, Nutri-Serve, has yet to comment on the matter.

In response to the incident, some parents in the district have launched a Change.org petition calling for Superintendent Koza's resignation. The petition, which currently has 420 signatures, aims to reach a goal of 500. Concerned parents question the suitability of the cafeteria for serving meals throughout the week after the disturbing events that took place.

As the investigation progresses, the Upper Deerfield Township School District faces scrutiny and demands for transparency. The Puerto Rican Action Committee of Southern New Jersey continues to advocate for a thorough and independent investigation to address the concerns of parents and ensure the safety of students in the district.
