The NCAA sent a formal notice of allegations to Michigan's athletic department this week, according to spokesman Kurt Svoboda. The university now has 90 days to respond to the charges, which were initially outlined in a draft notice of allegations sent in January.
The draft notice initially included four Level II charges, which involved impermissible contact with recruits and analysts performing coaching duties. Additionally, a Level I charge was lodged against Harbaugh for allegedly failing to cooperate with the investigation. While some of the charges were resolved through negotiations, the Level I charge against Harbaugh could not be resolved by Michigan and the NCAA.
As a result, Michigan imposed a three-game suspension on Harbaugh to start the upcoming season. The NCAA Committee on Infractions rejected a proposed four-game suspension as part of a negotiated resolution.
