In the face of Ukrainian President Volodymyr Zelensky's recent statements suggesting a slowdown in UK support, Downing Street has reinforced its steadfast commitment to Ukraine. President Zelensky had called for stronger assistance from partners who could truly step up. Furthermore, he reiterated his plea for Ukraine to be allowed to utilize long-range missiles donated by Western allies against Russian targets. Downing Street, however, affirmed that there has been no change in the UK's position regarding the use of these missiles, although dialogue on the matter continues.
The statement from Downing Street comes nearly two weeks after Ukraine launched a surprise incursion into Russia's western border territories, advancing 18 miles into the Kursk region. President Zelensky expressed his appreciation for the bravery and resilience of his soldiers, compensating for the lack of what he deemed essential decisions from their partners. He praised the UK's demonstrated leadership in supporting Ukraine throughout the war that began in 2022 but acknowledged that the situation has recently slowed down.
Since the invasion by Russia, the UK has been among Ukraine's leading donors, pledging £12.5bn, including £7.6bn for military assistance. The UK has maintained that Ukraine has the clear right to use UK-provided weapons for self-defense, which does not exclude operations inside Russia. However, there remains an exception for the use of Storm Shadow missiles, which were supplied under the understanding that they would not be utilized against Russian targets.
Storm Shadow missiles possess a range of over 150 miles, allowing Ukrainian pilots to engage from a safe distance. While the UK and other Western allies have not yet given Ukraine permission to use their long-range missiles against Russian targets, the ongoing dialogue between the UK and its allies aims to coordinate efforts and demonstrate united support for Ukraine.
Downing Street reiterated the Prime Minister's unwavering support for Ukraine, expressing admiration for the bravery of Ukrainian soldiers and their determination in the face of continued Russian aggression. The commitment of £3bn per year in support for Ukraine remains unchanged for as long as the war lasts. When questioned about lifting restrictions on the use of Storm Shadow missiles, Downing Street stated that there had been no change in the UK's position on that specific matter.
