Officer Joseph McKinney, 26, lost his life during an investigation of a suspicious vehicle in Whitehaven, a neighborhood around nine miles south of downtown Memphis.

Police discovered Lobley in possession of a Glock switch, which had converted the semi-automatic firearm into a fully automatic machine gun.

A Shelby County Judicial Commissioner granted him released on recognizance (ROR), imposing various conditions such as reporting and curfew.
