This decision follows a period of turmoil within the department, including an FBI investigation into the past commissioner and his interim replacement. Notably, Tisch, who has never served as a police officer, becomes the second woman to hold this position, following Keechant Sewell’s 2022 appointment.

Mayor Adams emphasized the need for a forward-thinking leader capable of propelling the police department into the next century. Tisch, despite her lack of experience as a uniformed officer, is familiar with the NYPD, having served for over a decade in a civilian role, eventually becoming the deputy commissioner of information technology.

Tisch’s appointment concludes the speculation concerning the permanent replacement for former commissioner Edward Caban. Caban resigned amid a corruption investigation linked to a private security firm managed by his brother. Following his departure, Thomas Donlon, who previously headed the FBI’s national threat division, served as the interim commissioner but also became the subject of an investigation, leading to further instability.

Jessica Tisch comes from a prominent billionaire family affiliated with the Loews Corporation. Her mother, Merryl Tisch, has an extensive background in education as the former chancellor of the New York State Board of Regents and currently chairs the board of trustees of the State University of New York. Mayor Adams praised Tisch's commitment and dedication to the city, asserting that she is driven by a genuine love for New York rather than financial necessity.

As she prepares to assume her new role on Monday, Tisch addressed New Yorkers directly, pledging to enhance safety and improve the quality of life for all residents. Her predecessor, Thomas Donlon, will remain in city government under Deputy Mayor for Public Safety Chauncey Parker.

Reactions to Tisch's appointment have been mixed among the city's police unions. The Police Benevolent Association expressed concerns about staffing and support issues but voiced a willingness to collaborate with the new commissioner. On the other hand, the Detectives' Endowment Association welcomed Tisch's appointment, citing her understanding of the NYPD as a positive factor.

Jessica Tisch's previous experience includes serving as the commissioner for the city’s Department of Information Technology and Telecommunications under former Mayor Bill de Blasio, a background aligning with Mayor Adams’ vision for a technologically advanced police force. The mayor has emphasized modernizing policing through new technologies such as drones, robot dogs, and weapon scanners, and believes Tisch is the visionary leader needed to realize this goal not only for New York City but potentially for law enforcement agencies nationwide.
