In a leaked recording, an influential member of Israeli Prime Minister Benjamin Netanyahu's coalition, Bezalel Smotrich, disclosed a hidden agenda to permanently alter the governance of the Israeli-occupied West Bank. Smotrich outlined a strategic plan to transform control of the territory from military to civilian authority, effectively solidifying Israel's grip without formal annexation. The revelation has raised concerns about the viability of future negotiations between Israeli and Palestinian leaders over the West Bank's status.

During a private event, Smotrich informed settlers in the West Bank that the orchestrated program, which has been gradually implemented over the past 18 months, aims to prevent the territory from becoming part of a future Palestinian state. The official acknowledged that these changes would significantly alter the system's dynamics, comparing it to a transformation of the territory's "DNA."

While Smotrich's opposition to ceding control of the West Bank is well-known, the Israeli government officially maintains that the status of the territory is subject to negotiations. Critics argue that Smotrich's speech fundamentally undermines Israel's long-standing argument that the settlements in the West Bank are legal because they are temporary. The speech highlights the growing influence of the settler movement, with Smotrich's party securing key positions within the government.

The disclosure of Smotrich's plans has alarmed Palestinians, who have long claimed that Israeli leaders intend to annex the West Bank in all but name. Israeli settlements have expanded strategically, hindering the prospects of a contiguous Palestinian state. The speech suggests that Israel is further entrenching its control over the West Bank, making it more challenging to disentangle from Israeli authority.

The leaked recording has sparked debate within Israel as well, with settler activists criticizing Smotrich for not doing enough to support their interests. Smotrich, however, argued that his behind-the-scenes work and transfer of authority from the military to civilians would have a more substantial impact than individual settlement construction.

While Smotrich's disclosure poses a challenge to the Israeli government's official position, stating that the final status of the West Bank should be determined through direct negotiations, the true consequences of his revelations on the future of the territory remain uncertain.
