House GOP Releases $95 Billion Foreign Aid Package Amidst Opposition

The comprehensive package includes funding for Ukraine, Israel, and Taiwan, reflecting the urgent need for a unified response from the international community.

Key components of the aid package include $26.4 billion towards bolstering Israel's defense capabilities, with $4 billion allocated specifically for replenishing the Iron Dome defense system. Ukraine will receive $60.8 billion in aid, including $23 billion allocated for replenishing weapons. Additionally, $8.1 billion has been earmarked for Indo-Pacific aid.

However, Speaker Johnson faces opposition from within his own party, particularly from Republican hard-liners. This internal revolt has forced Johnson to seek Democratic support to advance the package. Despite the challenges, Johnson is determined to secure passage of the bill, setting Saturday evening as the target time for the final vote.

Critics, predominantly far-right Republicans, have mockingly termed the aid package the "#AmericaLast Act." They take issue, for example, with the inclusion of $481 million to cover housing, medical bills, and legal fees for Ukrainian refugees coming to the United States. Rep. Chip Roy of Texas expressed his opposition to the package, stating, "The Republican Speaker of the House is seeking a rule to pass almost $100 billion in foreign aid - while unquestionably, dangerous criminals, terrorists, & fentanyl pour across our border. The border 'vote' in this package is a watered-down dangerous cover vote. I will oppose."

Meanwhile, Representative Marjorie Taylor Greene of Georgia, who has threatened to remove Speaker Johnson, questioned his sudden focus on providing Ukraine with $60 billion in aid, highlighting his prior vote against $300 million for the country. Greene's motion to vacate the speakership adds additional pressure on Johnson, but he remains steadfast in progressing with his plan.

While there is strong opposition from some Republicans, President Joe Biden and top Democrats are urging lawmakers to support the aid package. President Biden urged the House to pass the bills promptly, emphasizing that the Senate should follow suit. Biden affirmed, "I will sign this into law immediately to send a message to the world: We stand with our friends, and we won't let Iran or Russia succeed."

Democratic appropriator Rep. Rosa DeLauro expressed her support for the aid package, stating that it aligns with the Senate's bipartisan national security package passed on February 13. DeLauro highlighted the importance of providing support to allies and delivering essential humanitarian aid, stating, "We put America first by demonstrating the power of American leadership - that we have the strength, resolve, and heart to fight for the most vulnerable people, protect their freedom, and preserve their dignity. I urge swift passage of these bills."

In addition to the aid package, Republicans are set to present a fourth measure that focuses on confronting Russia, China, and Iran. This legislation is expected to include the REPO Act, sanctions, the Tik Tok bill, and other relevant measures. To address concerns from hardliners, the House will introduce a separate bill on border security, incorporating the core components of H.R.2 with provisions that allow for amendments.

If the aid package successfully clears the House this weekend, the Senate will have a one-week recess to consider the best approach for handling the legislation upon their return on April 29th.
