Driver Charged with DUI in Fatal Bus Stop Collision That Kills Two, Injures Others

In a tragic incident on April 17, a driver under the influence of alcohol drove the wrong way on Boulder Highway in Las Vegas, hitting five pedestrians at a bus stop and resulting in the death of two individuals. The details of the incident were revealed in an arrest report obtained by 8 News Now.
According to the report, multiple 911 calls were received by the Las Vegas Metropolitan Police Department, reporting a vehicle driving in the wrong direction and colliding with pedestrians. When authorities arrived at the scene, they discovered a white sedan with severe damage to its front end on the sidewalk where the bus stop was located. The car was registered to 64-year-old Cynthia Phelps, who was behind the wheel when officers arrived.
The arrest report indicated that Phelps appeared to have watery eyes, and she informed the police that she believed she had experienced a seizure. Authorities detected a strong smell of an unidentified alcoholic beverage on her breath. Phelps also admitted to consuming something that was redacted from the arrest report. Following the incident, she was taken to a local hospital for minor injuries before being transported to the Clark County Detention Center.
Investigation at the scene revealed that Phelps was driving north on the southbound side of Boulder Highway. For reasons yet to be determined, she veered off the road and onto the sidewalk, striking five people standing at the RTC bus stop. Tragically, a 42-year-old man, identified as Robert Higgins, and a 14-year-old boy lost their lives. The identities of the other victims have not yet been released.
The surviving victims, a 41-year-old woman, an 8-year-old boy, and an 11-year-old girl, were immediately taken to a local hospital. The woman suffered critical injuries, including fractures to her face and skull, as well as a brain bleed. The two children were admitted with serious injuries.
The arrest report indicated that Phelps was driving at a speed of 65 miles per hour, exceeding the posted speed limit of 45 mph. The report also noted that she did not apply the brakes before the collision. Phelps claimed that she believed she had made a U-turn and was driving south after missing her turn while returning home from Boulder Station Casino.
Phelps admitted to consuming alcohol prior to going to the casino but denied drinking while there. She stated that she had no recollection of the collision but recalled waking up to the damage to her vehicle and the sound of people screaming.
Phelps currently remains in custody at the Clark County Detention Center with bail set at $500,000. She is facing serious charges, including two counts of DUI resulting in death, three counts of DUI resulting in substantial bodily harm, and one count of failure to drive on the right half of the roadway.
