Russian Man Arrested in Los Angeles After Flying Without Passport, Visa, or Ticket

According to court records, Sergey Vladimirovich Ochigava, a Russian-Israeli dual national, arrived at Los Angeles International Airport (LAX) on November 4th without proper identification.

The complaint, based on an affidavit, states that when Ochigava presented himself for entry at the Customs and Border Protection (CBP) checkpoint at LAX, officers discovered that he was not listed as a passenger on the flight manifest for SK 931 or any other incoming international flight.

Flight crew members have reported that Ochigava was seen wandering around the plane and frequently changing seats. He was also said to have requested multiple meals during each meal service and even attempted to eat chocolate that belonged to members of the cabin crew.

While the flight crew did not witness Ochigava's boarding pass, it was noted that the seat he initially occupied during boarding was supposed to be unoccupied. Some members of the crew conducted head counts for their respective sections but mainly to ensure the aircraft's balance for takeoff and landing. Passengers reportedly ignored Ochigava's attempts to interact with them.

During questioning, Ochigava provided false and misleading information about his travel, including initially claiming that he had left his US passport on the airplane. Further investigation revealed that Ochigava did not possess a passport but instead carried Russian and Israeli identification cards. He had a partial photograph of the passport on his phone, displaying his name, date of birth, and passport number, but lacking the holder's photograph.

The FBI Agent Caroline Walling, who filed the complaint, shared details from an interview conducted on November 5th. Ochigava claimed to have a Ph.D. in economics and marketing but had been out of work for a long time. He stated that he had not slept for three days and seemed confused about the situation. Ochigava admitted that he may have had a plane ticket to travel to the United States but was unsure.

Ochigava is facing charges of being a stowaway on an aircraft. He is currently being held at the Metropolitan Detention Center, with a trial scheduled for December 26th, pending any changes. The FBI agent stated that the investigation is ongoing.

At present, Scandinavian Airlines has not issued any comments regarding the case.
