In a surprising announcement, Rep. Brian Higgins of New York's 26th Congressional District revealed his decision to resign from Congress after serving nine and a half terms. Throughout his tenure, Higgins focused on revitalizing his community of Buffalo, particularly through a $279 million settlement with the New York Power Authority that funded the city's waterfront revival. However, the frustration with the divisive and partisan political landscape in Washington ultimately led to his departure.

Higgins, known for his low-key approach to politics, expressed in an interview that his main objective in Congress was to bring positive change to Buffalo rather than trying to change the entire nation. With the successful waterfront project and other accomplishments, he believed his mission was largely accomplished.

The pending resignation of Higgins opens up a competitive race to replace him in the heavily Democratic 26th Congressional District. A potential springtime special election, followed by June primaries, could feature multiple contenders from the Democratic side, including State Sen. Timothy M. Kennedy, Erie County Executive Mark C. Poloncarz, and Buffalo Mayor Byron W. Brown.

With his impending departure from Congress, Higgins expressed his eagerness to return to the city he loves and spend more time there. Frustration with the extreme partisanship and performative nature of congressional proceedings played a significant role in his decision. Higgins highlighted how the institution's tools are being weaponized to demonize the opposing side, making it increasingly challenging to focus on meaningful legislation.

Reflecting on his time in office, Higgins emphasized the need for creativity, an ambitious agenda, and a more productive legislative process. He expressed concerns that the tense political climate worsened under former President Donald Trump, culminating in the events of January 6th when a mob stormed the U.S. Capitol.

Although Higgins may not be remembered for major legislation bearing his name, he leaves behind a notable legacy as the driving force behind Buffalo's waterfront transformation. Through his advocacy and persistence, he secured a significant investment of $279 million from the New York Power Authority for waterfront improvements, which led to the acquisition of over 350 acres of waterfront property and the creation of Buffalo Harbor State Park.

Under Higgins' leadership, Buffalo's waterfront has become a vital economic and psychological asset for the city. The restoration initiatives and investments in downtown have bolstered Buffalo's economy and reversed its decline, creating a sense of pride and confidence in the community.

As Higgins prepares for his next chapter, speculation arises regarding his future plans. While reports suggest his possible involvement with Buffalo State University or Shea's Performing Arts Theater, Higgins stated that he would assess these opportunities as they evolve.

In the meantime, attention turns to the upcoming special election, where party bosses will determine the candidates to fill Higgins' seat. Governor Kathy Hochul is expected to schedule the special election within 10 days of Higgins' resignation, with the contest taking place approximately 70 to 80 days later. This sets the stage for a late-April election to serve the remainder of Higgins' term until 2024.

Despite his departure from Congress, Higgins leaves behind a lasting impact on Western New York. His transformational work on Buffalo's waterfront and unwavering commitment to his community have earned him recognition as one of the region's most influential elected officials in recent history.
