President Biden to Sign Executive Order Promoting Tribal Sovereignty and Access to Federal Funding

Washington - President Joe Biden is set to sign an executive order on Wednesday during a tribal nations summit, aimed at improving access to federal funding and granting greater autonomy to Native American tribes in their investment decisions. The order comes as part of the Biden administration's efforts to address historical injustices faced by tribal nations and support their self-governance.

Neera Tanden, White House domestic policy adviser, emphasized the need to dismantle the barriers that hinder tribal nations from fully exercising their inherent sovereignty. She highlighted how federal policies have historically undermined Native people's rights to self-governance and caused long-lasting economic damage. The Biden administration aims to rectify these past injustices.

The executive order establishes a clearinghouse for tribes to easily find and access federal funding opportunities. It also calls upon federal agencies to ensure that funding is distributed in an equitable and accessible manner. The objective is to streamline the process and make it easier for Native American tribes to access the resources they need.

The unveiling of the executive order will take place on the first day of the annual summit, where President Biden will address Native American leaders gathered in Washington. The administration is expected to announce more than 190 agreements that grant tribes the authority to manage federal lands, waters, and natural resources. Additionally, a new study will be launched to improve the interpretation and narration of Native American history, particularly during periods of federal reform.

Last year, President Biden hosted the summit in person, while the previous year it was held virtually. This year, the goal is to provide tribal leaders with a platform for meaningful discussions directly with members of Biden's Cabinet. The administration acknowledges the importance of consulting with tribal governments, as they play a crucial role in decision-making processes.

In response to concerns raised by Native American and Alaska Native leaders, the Biden administration aims to address shortcomings in federal agency practices. These leaders have often criticized the consultation process as merely a check-the-box exercise. Efforts led by Secretary of the Interior Deb Haaland have been made to bring about meaningful change.

The White House also announced that the White House Council on Native American Affairs, co-chaired by Haaland and Tanden, has published a guide outlining best practices and procedures for the management, treatment, and protection of sacred sites. The guide was finalized after taking into account feedback from tribal leaders.

President Biden's executive order and the accompanying initiatives showcase his administration's commitment to promoting tribal sovereignty, addressing historical injustices, and supporting Native American economic development. The hope is that these efforts will foster greater self-governance and empower tribal nations to shape their own future.
