In a decision that marks a significant shift in the primary calendar, President Joe Biden will not be filing for the New Hampshire Democratic primary in 2024, according to a report by The Hill. This announcement was made jointly by the Biden campaign and the state Democratic Party on Tuesday.
Biden's campaign manager, Julie Chavez Rodriguez, stated in a letter obtained by The Hill that although the president wishes to participate in the primary, he is bound by the Delegate Selection Rules set forth by the Democratic National Committee (DNC) for the 2024 Democratic National Convention. As per guidance from the DNC's Rules & Bylaws Committee on October 24, 2023, Democratic campaigns were urged to refrain from placing candidates' names on the ballot.
"According to this guidance, Biden for President will abstain from submitting a Declaration of Candidacy for the Primary before Friday's candidate filing deadline," Rodriguez wrote. She added that Biden's name will still appear on the general election ballot in New Hampshire.
Raymond Buckley, Chair of the state Democratic Party, echoed this sentiment in a statement on social media platform X (formerly known as Twitter). Buckley expressed confidence in Biden's candidacy by asserting that the president is already slated to win the Democratic nomination next year in Chicago. He also emphasized the trust and support that New Hampshire voters have in Biden, citing his double-digit lead over former President Donald Trump in the state.
This decision comes as the DNC reorganizes its primary calendar, elevating South Carolina to the position of the first primary state. Under the revised schedule, Nevada and New Hampshire will hold their primaries second, followed by Georgia and then Michigan. Notably, Iowa has been excluded from the early lineup of states casting their ballots.
Meanwhile, there are reports that Rep. Dean Phillips (D-Minn.) is preparing to launch a longshot bid for the Democratic nomination against President Biden. Phillips has reportedly engaged in outreach efforts in New Hampshire. However, it is widely believed that Phillips will not pose a significant challenge to the president, with his candidacy potentially causing unwanted distractions for the Democratic Party.
President Biden's decision not to file for the New Hampshire Democratic primary reflects his commitment to complying with the guidelines laid out by the DNC. As the primary calendar undergoes changes and potential challengers emerge, all eyes will be on how the 2024 Democratic nomination race unfolds in the coming months.
