In a move to prioritize equal opportunity over equal outcomes, Governor Kevin Stitt of Oklahoma signed Executive Order 2023-31, implementing greater protections for Oklahomans and their tax dollars against Diversity, Equity, and Inclusion (DEI) initiatives. The order requires a comprehensive review of DEI positions, departments, activities, procedures, and programs in state agencies and institutes for higher education.
Under the executive order, state agencies and institutions for higher education are prohibited from utilizing state funds, property, or resources to support DEI initiatives that grant preferential treatment based on race, color, sex, ethnicity, or national origin. Additionally, mandates are in place to ensure that no person is forced to participate in DEI education, training, or activities that prioritize specific characteristics over others.
Speaking at the signing ceremony, Governor Stitt emphasized the importance of shifting focus away from exclusivity and discrimination, and towards opportunity and merit. He expressed a commitment to preparing students for the workforce and removing politics from education.
The executive order has garnered support from various individuals and organizations. Tamera, a senior at the University of Oklahoma, commended the order for challenging students to strive for excellence and raise the bar in Oklahoma. Patrice Onwuka, the director of Independent Women's Forum's Center for Economic Opportunity, applauded the governor's leadership in removing discriminatory and divisive race-based programming and staffing from Oklahoma campuses.
However, not everyone is in favor of the executive order. Brett Farley, the executive director of the Catholic Conference of Oklahoma, expressed concerns about the impact of DEI initiatives on religious freedom and the expression of deeply held beliefs. Farley emphasized the importance of respecting the constitutional right to exercise faith without coercion.
David Safavian, the general counsel for the American Conservative Union, highlighted the prevalence of a coercive liberal agenda in universities and government agencies, and praised the governor for taking action to dismantle DEI initiatives in Oklahoma. Safavian believes that focusing on the diversity of ideas, rather than using progressive activism, will benefit the state.
Governor Stitt's stance on wasteful and discriminatory DEI initiatives was also emphasized in his 2023 State of the State address. He called for a reduction in the number of DEI officers in universities and an increased focus on career placement counseling for students.
With the signing of Executive Order 2023-31, Oklahoma looks set to undergo significant changes in its approach to DEI initiatives. Supporters believe that the order will create a more equal and opportunity-driven environment, while critics express concerns about the potential impact on religious freedom and the expression of diverse beliefs. The executive order represents Governor Stitt's strong commitment to prioritizing equal opportunity and merit in Oklahoma's educational system and workforce preparation.
