A Johnston woman is facing charges of livestock neglect after authorities seized dozens of horses as part of an ongoing investigation. Linda Kay Kilbourne, a 78-year-old resident of Johnston, has been charged and further charges are pending, according to the Dallas County Sheriff's Office.

The incident took place on Wednesday when 46 horses were removed from a rural property on 165th Street in Madrid. As part of the investigation into alleged livestock neglect, the horses were found to be in need of immediate veterinary care.

Neighbors in the area have stated that the horses have been notorious for escaping and causing problems in their rural neighborhood ever since they moved in approximately six years ago. They claim that the horses would frequently wander onto the roads, consume their neighbors' alfalfa, and defecate in inappropriate places.

Amy Wise, who lives across the road from the Kilbourne farm, expressed her concerns about the situation. She believes that if the horses had been properly cared for, including adequate feeding and proper fencing, this issue would not have arisen.

Livestock neglect is a serious offense that can have detrimental effects on the health and well-being of animals. The authorities are taking this matter seriously and are investigating the extent of the neglect inflicted upon the seized horses.

In the meantime, the horses are receiving the necessary veterinary attention and care to ensure their well-being. The Dallas County Sheriff's Office is working with animal welfare organizations to provide the animals with a safe and suitable environment to recover.

The charges against Linda Kay Kilbourne highlight the importance of responsible animal ownership and the duty to provide proper care for domesticated animals. Livestock neglect is a crime that can result in severe penalties under the law.

As the investigation progresses, the public will await further updates regarding the pending charges against Kilbourne and the welfare of the horses that were seized.
