Paris Hilton Testifies About Alleged Abuse in Youth Institutions, Calls for Stronger Child Welfare Protections

Socialite and media figure, Paris Hilton, testified before a congressional panel on Wednesday, revealing disturbing allegations of abuse she experienced during her time in youth facilities. The 43-year-old, known for her advocacy on issues related to children in such institutions, urged the House committee on ways and means to strengthen child welfare protections.
During her testimony, Hilton disclosed that she was "force-fed medications and sexually abused by staff" while being institutionalized as a teenager. She described being violently restrained, dragged down hallways, stripped naked, and thrown into solitary confinement. Hilton emphasized the detrimental impact of her traumatic experiences, stating that she found them isolating and distressing.
Hilton explained that she was subjected to what she called a "parent-approved kidnapping" at four different youth facilities as her parents sought solutions for her rebellious behavior. She criticized the deceptive marketing tactics employed by the troubled teen industry, which she claimed is valued at $50 billion, encompassing therapeutic boarding schools, boot camps, and behavior-modification programs.
The reality TV star spoke about the difficulty she faced in alerting her parents due to monitored phone calls. Hilton highlighted the harsh reality that many children in youth facilities are not believed when they try to disclose their experiences, as the institutions often manipulate parents into thinking their children are lying or manipulating them.
In response to her own harrowing experiences, Hilton called on lawmakers to pass the Stop Institutional Child Abuse act. The proposed legislation aims to enhance oversight of residential youth programs. Additionally, Hilton expressed support for the re-authorization of Title IV-B of the social security act and advocated for a "Bill of Rights" for children in youth facilities.
The Provo Canyon school, one of the institutions Hilton attended, issued a response to her allegations, stating that they were under different management and could not comment on prior operations or student experiences. The school stressed its commitment to providing a structured environment focused on teaching life skills, behavioral health therapy, and continuing education for youth with complex emotional, behavioral, and psychiatric needs.
