Miceli ran a "natural wellness center" called Surviving Naturally in Webster, where she fabricated false immunization records for a total of 546 vaccinations across the state.

Upon investigation, it was discovered that Miceli had a history of promoting misinformation about vaccines and publicly opposing immunization requirements. Notably, she posted anti-vaccination propaganda on social media, spreading dangerous public-health falsehoods while administering immunizations as a licensed nurse.

The scheme began soon after non-medical exemptions for required school immunizations were eliminated in June 2019. Joseph Giovannetti, director of investigations for the New York State Department of Health, expressed concern about Miceli's actions, stating, "She spread doubt and fear surrounding vaccinations, even though vaccines are proven to be safe and effective."

The 116 children affected by the scheme had their immunization records deemed invalid and must now update their vaccinations before being allowed back into school or day care. The Department of Health is actively reaching out to the families and their respective educational institutions to ensure compliance.

Giovannetti stressed the seriousness of these cases, describing the schemes as illegal. The Department of Health remains committed to eradicating such fraudulent activities in the state by dedicating necessary time and resources.

Miceli has already paid $30,000 of the fine, but the remainder is suspended, contingent on her achieving and maintaining full compliance with public health law, regulations, and the stipulation and order. As part of the terms, Miceli is permanently excluded from the New York State Immunization Information System and prohibited from administering any immunizations that must be reported to the system.

Despite attempts to obtain a comment, 13WHAM was informed that Miceli's lawyer advised her against making a statement.

This case serves as a reminder of the importance of adhering to vaccination regulations and the consequences that may follow for those who attempt to compromise public health through fraudulent actions.
