NFL Competition Committee Releases Rule Proposals for 2024 Season

This comprehensive document includes a total of ten proposals put forth by the Detroit Lions, Philadelphia Eagles, Indianapolis Colts, and the Competition Committee itself.

Starting with the Lions' proposal, they suggest that a team should be allowed to challenge for a third time after a successful challenge. This move aims to reward teams for successive successful challenges, providing them with additional opportunities to review questionable calls.

The Eagles, on the other hand, have proposed two significant changes. Firstly, they suggest eliminating the first touch spot after the receiving team gains possession of the ball. Additionally, they have brought back their onside kick suggestion, which involves substituting one offensive play - 4th & 20 from the 20-yard line - instead of the traditional onside kickoff attempt.

The Colts' proposal focuses on expanding the coach's or replay official's authority to challenge any fouls called within the final two minutes of a game. While this move aims to ensure fairness in crucial moments, it may potentially slow down the pace of the game.

Moving on to the Competition Committee's proposals, they suggest several changes to enhance the fairness and safety of the game. These proposals include allowing enforcement of a major foul by the offense before a change of possession in situations where both teams commit fouls, making a ruling of a passer down by contact or out of bounds before throwing a pass as reviewable, and permitting replay review when there is clear and obvious visual evidence of the game clock expiring before a snap.

Furthermore, the Committee proposes eliminating a potentially dangerous tackling technique and expanding the crackback prohibition to players who go in motion and block a defender at or below the knee. They also suggest creating a new form of a free kick play, designed to resemble a typical scrimmage play, with players aligned closer together to reduce space and speed, promoting more returns.

Notably, there were no proposals for ball-carrier fumbling resulting in a touchback. Although this occurrence has happened 12 times in the past six seasons, it represents a small fraction of the quarter-million plays during that timeframe.

One rule proposal creating debate is the dangerous hip-drop tackle. The NFL and the Competition Committee have submitted a language for this tackle, with a proposed penalty of 15 yards. However, concerns have been raised about the potential subjectivity of such a call, as it could impact crucial moments in games.

The most significant rule change proposed by the Committee relates to kickoffs. Under this proposal, the kicker would continue to kick from the 35-yard line, but the other ten players would line up at the receiving team's 40-yard line. This change aims to reduce the number of high-speed collisions and injuries during kickoffs. The proposal also includes specific zones where players can line up and restricts movement until the ball hits the ground or a player within the designated zone.

These rule proposals will be discussed and voted upon during the upcoming league meetings. To pass, a minimum of 24 out of the 32 team owners must vote in favor of the proposals. If approved, these new rules will come into effect for the 2024 season, potentially changing the dynamics of the game.
