**Dog Rescued from Hurricane Floodwaters to Be Adopted After Owner's Arrest**

TAMPA, FL - The heartwarming rescue of a dog found in floodwaters ahead of Hurricane Milton has taken a significant turn, as the dog’s previous owner faces legal consequences. Trooper, the dog now named after his rescuer, will soon be adopted, according to Florida Governor Ron DeSantis.

The incident took place on October 9th, when Trooper was discovered tied to a post and submerged up to his chest in floodwaters off Interstate 75 in Tampa. At the time, residents were evacuating due to the threatening approach of Hurricane Milton. A state trooper found the dog and rescued him from the perilous situation, capturing the dramatic moment that later gained widespread attention through social media.

The former owner, identified as Giovanny Aldama Garcia, 23, of Ruskin, Florida, was arrested on October 16th for aggravated animal cruelty, a felony. "We take this crime very seriously and this defendant will face the consequences of his actions," stated State Attorney Suzy Lopez, emphasizing the gravity of the offense. Aldama Garcia was subsequently released on a $2,500 cash bond.

Hillsborough County was under a state of emergency at the time, with heavy rains and flooding creating hazardous conditions along the interstate. The criminal report affidavit highlights the extreme danger and unnecessary suffering inflicted upon Trooper due to Aldama Garcia’s actions.

Following the rescue, Aldama Garcia attempted to reclaim the dog two days later by presenting proof of ownership at the Hillsborough County Animal Shelter. However, when contacted by the Leon County Animal Shelter, which had taken possession of the dog, Aldama Garcia agreed to surrender ownership if it could be assured that Trooper would be well-cared for by his foster family.

Governor DeSantis underscored the state’s commitment to animal welfare during a recent press briefing, stating, "We said at the time, you don't just tie up a dog and have them out there for a storm, totally unacceptable, and we're going to hold you accountable." He confirmed that Trooper is now safe in Tallahassee and will soon find a permanent home through adoption.
