According to sources cited in The Wall Street Journal, the funds will be utilized to substantially increase the world's chip manufacturing capacity and enhance OpenAI's AI capabilities.

The primary motivation behind this massive fundraising endeavor is to address OpenAI's growth constraints, particularly the scarcity of AI chips required for training large language models like ChatGPT. CEO Sam Altman's proposal involves forming a partnership with investors, chip manufacturers, and power providers to finance the construction of chip foundries, which would subsequently be operated by the chip manufacturers themselves.

The global chip industry, as projected by the Semiconductor Industry Association (SIA), is expected to experience an impressive 13% growth in sales by 2024, amounting to $595.3 billion. This remarkable surge comes as a much-welcome reversal from last year's 8% decline in sales.

Despite the challenges posed by constrained chip production, OpenAI has achieved remarkable milestones. According to undisclosed sources mentioned by the Financial Times, OpenAI's revenue has surpassed the $2 billion mark on an annualized basis, largely driven by the success of ChatGPT. With a yearly revenue run rate of $2 billion as of December 2023, OpenAI is optimistic about doubling this figure by 2025, thanks to strong business demand for its generative AI tools. The company's transformation from a non-profit AI lab, established in 2015, to a commercial entity has resulted in rapid sales growth, although it continues to face significant training and development costs.
