Virginia Governor Issues Executive Order for Cellphone-Free Education in Public Schools

In a bid to create a more focused and healthier learning environment for students, Governor Glenn Youngkin has issued an executive order requiring public school divisions in Virginia to adopt cellphone-free education policies by January 2025. The order, announced on Tuesday, aims to establish age-appropriate restrictions or eliminations of cellphone use during instructional time.
According to Youngkin's office, the executive order directs the Virginia Department of Education (VDOE) to engage with parents, students, teachers, local school leaders, and other stakeholders in developing collaborative policies and procedures. The goal is to establish protocols that allow parents to contact their children in emergency situations while promoting a cellphone and social media-free educational environment.
Youngkin emphasized the importance of this action in creating an optimal learning environment for all students. He stated, "Creating cellphone and social media-free educational environments in Virginia's K-12 education system will benefit students, parents, and educators."
To ensure timely implementation of the order, the VDOE is directed to publish draft guidance by August 15. School divisions across the state will be required to adopt cellphone-free education policies and procedures by January 1, 2025.
This executive order follows recent developments in other school districts within Virginia. Stafford County School Board recently approved an updated student code of conduct that prohibits cellphone use during instructional hours, while Loudoun County schools have implemented stricter rules for middle and high school students. The Manassas School Board is also considering updating their student electronic device policies.
The move towards cellphone-free education is seen as a step towards minimizing distractions, improving concentration, and fostering a more productive learning environment for students. By establishing clear guidelines and procedures, Virginia aims to create an educational system where every child is free to learn without unnecessary digital disruptions.
