US Citizen and North Korean Workers Charged in Multi-Million Dollar Fraud Scheme

In a major development, the Justice Department has unsealed an indictment charging three North Korean workers and one United States citizen with engaging in a "staggering fraud" that targeted numerous US companies and government agencies. The indictment reveals a complex scheme involving fraudulent identities and illicit work that generated nearly $7 million in profits for the Democratic People's Republic of Korea.

The North Korean IT workers, going by the aliases Jiho Han, Chunji Jin, and Haoran Xu, allegedly used the identities of 60 real Americans to secure telework positions between October 2020 and 2023. They are accused of working with US national Christina Chapman, who assisted them in obtaining remote job positions. Chapman allegedly stationed laptops belonging to US companies at various residences, granting the North Koreans access to sensitive information.

Furthermore, Chapman is believed to have received paychecks on behalf of the group and forged signatures of intended beneficiaries to transfer funds into her own bank account. The indictment claims that she later transferred the funds to the North Koreans while charging them monthly fees for her services.

This fraudulent conspiracy not only impacted more than 300 US companies but also compromised the identities of American individuals. Additionally, it caused false information to be conveyed to the Department of Homeland Security over 100 times, created false tax liabilities for at least 35 US citizens, and resulted in over $6.8 million in revenue for the overseas IT workers.

The indictment identifies several prominent companies allegedly defrauded in the scheme, including a top-5 national television network and media company, a premier Silicon Valley technology company, an aerospace and defense manufacturer, an iconic American car manufacturer, a high-end retail chain, and a renowned media and entertainment company – all of which are Fortune 500 companies.

Moreover, the North Korean workers attempted to gain employment and access sensitive information from two undisclosed US government agencies on three separate occasions. Fortunately, these attempts were identified and thwarted before any damage could occur.

As of now, the three North Korean workers remain at large, while Chapman was arrested in Arizona on Wednesday. The State Department has announced a reward of up to $5 million for information leading to the arrest and dismantling of the fraudulent scheme orchestrated by the IT workers.

This case emphasizes the importance of cybersecurity and the need for enhanced measures to protect sensitive information and prevent fraudulent activities. Investigations into the extent of the scheme and any potential accomplices are still ongoing, and the Justice Department is determined to bring all those involved to justice.
