US Approves $400 Million Military Aid Package for Ukraine Amidst Russian Advances

As Russian troops continue their advances in the northeast Kharkiv region, this aid will provide crucial resources to bolster Ukraine's capabilities on the battlefield.

This is the third tranche of aid that Ukraine has received since Congress passed supplemental funding in April, following months of gridlock. President Volodymyr Zelenskyy had expressed concerns about the challenging situation in the east but reassured the nation that a new supply of U.S. weapons was on its way, providing hope that Ukrainian forces could withstand the Russian offensive.

The comprehensive package consists of various military assets, including High Mobility Artillery Rocket Systems (HIMARS) and rockets tailored for them. It also includes munitions for Patriot and National Advanced Surface-to-Air Missile Systems, as well as artillery, anti-aircraft, and anti-tank munitions. Additionally, Ukraine will receive an array of armored vehicles, such as Bradley and Mine Resistant Ambush Protected vehicles, coastal and riverine patrol boats, trailers, demolition munitions, high-speed anti-radiation missiles, protective gear, spare parts, and other weapons and equipment.

To expedite the delivery of these essential resources, the weapons will be sent through presidential drawdown authority. This authority enables the allocation of systems and munitions from existing U.S. stockpiles, facilitating their rapid deployment to the war front. In parallel, the State Department has approved an emergency sale of HIMARS to Ukraine for an estimated $30 million, with funding provided by the government of Germany.

Secretary of State Antony Blinken deemed it necessary to approve this "immediate sale" due to the existing emergency in Ukraine. The HIMARS systems will be sourced from Army inventory, allowing Ukraine to enhance its defensive capabilities against the Russian incursions.

White House national security spokesman John Kirby underscored that the primary objective of this aid package is to assist Ukraine in countering the surging advances of Russian forces toward Kharkiv, which is Ukraine's second-largest city. Russian incursions have already started in areas near the towns of Vovchansk and Lyptsi, fueling concerns about the intensification of the conflict.

Kirby acknowledged that while further Russian advances are possible in the coming weeks, major breakthroughs are not anticipated. Over time, the influx of U.S. assistance is expected to enable Ukraine to withstand these attacks throughout 2024.

Since Russia's invasion in February 2022, the United States has allocated approximately $50.6 billion in military aid to Ukraine. In the wake of President Joe Biden signing a $95 billion foreign aid package, the Pentagon promptly announced a $1 billion allocation of weapons through drawdown authority. Furthermore, the Biden administration unveiled a $6 billion package funded through the Ukraine Security Assistance Initiative, which relies on longer-term contracts with the defense industry. However, the arrival of these weapons may take several months or even years.

Russia has taken advantage of Ukraine's ammunition and manpower shortages, as Western supplies have dwindled amidst the gridlock in Congress. Moscow has amassed significant troop concentrations in the east and north, gaining an advantage on the battlefield, as highlighted by President Zelenskyy.

Although the details of the latest aid package have not specified whether it includes more of Ukraine's requested long-range ballistic missiles known as the Army Tactical Missile System, it is worth noting that the U.S. had sent a number of these missiles to Ukraine earlier this year in a secret operation. These missiles significantly increase Ukraine's striking range, providing up to 300 kilometers (190 miles) of warfare coverage, almost doubling their capabilities compared to the mid-range version acquired in October.

As tensions continue to escalate between Ukraine and Russia, the United States remains committed to supporting Ukraine's defense effort. The latest aid package aims to strengthen Ukraine's position on the battlefield and empower the nation to resist Russian aggression in the years to come.
