State Representative Kevin Boyle, a Democrat seeking an eighth term in the upcoming primary election, has been issued an arrest warrant related to charges of violating a protection from abuse order. Despite previous misinformation stating that Boyle was in police custody, he had not turned himself in as of Wednesday afternoon.

The warrant and Boyle's absence from Harrisburg have sparked a contentious debate on the House floor, with House Republicans arguing that Boyle should not be eligible for remote voting and should be put on leave. This move could potentially threaten Democrats' narrow 102-99 majority, as 102 votes are required to pass legislation.

House Minority Leader Bryan Cutler accused Democrats of exploiting the situation to maintain their majority, claiming that they had already determined Boyle was unfit for duty. Cutler noted that Democrats are supporting Boyle's primary challenger in the upcoming April 23 primary election.

House proceedings came to a temporary halt on Wednesday as a small group of lawmakers, including two Democrats and one Republican, deliberated whether Democrats should continue to vote on Boyle's behalf while his whereabouts were unknown. Ultimately, they decided to maintain his voting privileges.

House Majority Leader Matt Bradford defended this decision, stating that proxy voting is a longstanding practice that is complicated by the current circumstances. He emphasized the need for appropriate and compassionate steps to address Boyle's situation.

Despite his legal troubles, Boyle will still appear on Tuesday's primary ballot and remains a candidate for office. The charges against him do not disqualify him from holding elected office, leaving the possibility for him to win the primary election.

Boyle's older brother, U.S. Representative Brendan Boyle, attributed the arrest to a mental health condition that has caused turmoil for their family. Brendan Boyle expressed frustration with a system that provides little power to loved ones of adults with serious mental health conditions.

Kevin Boyle has been open about his struggles with mental health in recent years, and in a letter to constituents in 2022, he revealed that he was experiencing a psychotic episode during his previous arrest. He credited subsequent treatment at a mental health facility for saving his life.

State Representative Martina White, a Republican who represents another part of Northeast Philadelphia, acknowledged that her office had taken on extra work to assist Boyle's constituents, as his office has only been open for appointments in recent months.
