Quad Leaders Meet in Biden's Hometown to Strengthen Alliance Amid Rising Tensions with China

Leaders from Australia, India, Japan, and the United States convened in Wilmington, Delaware, for the annual Quad summit hosted by US President Joe Biden. The gathering aimed to bolster the Quadrilateral Security Dialogue, commonly known as the Quad, in the face of escalating competition with China. During the summit, Biden signaled plans to enhance cooperation among the member countries, including the launch of a new framework involving their coastguards.
Originally established in 2007 but disbanded shortly after due to objections from China, the Quad was revived in 2017. Since taking office in 2021, President Biden has advocated for strengthening the alliance as part of the US strategy to counter China's influence in the Asia Pacific region. The group had its first virtual leaders' summit in 2021 and met in person at the White House last year. In a symbolic move, this year's summit took place in Biden's hometown, underscoring the administration's commitment to the Quad alliance.
While discussions during the summit did not explicitly mention China, the leaders highlighted their support for democratic values and international norms in the Asia Pacific region. Indian Prime Minister Narendra Modi emphasized the importance of a rules-based international order, sovereign rights, and peaceful dispute resolution. Australian Prime Minister Anthony Albanese echoed similar sentiments, stressing that partnerships like the Quad play a crucial role in promoting peace and stability amid strategic competition in the region.
The Biden administration, which has faced criticism for its unwavering support of Israel despite documented abuses, views the rivalry with China as a top foreign policy priority. Amid mounting tensions between Washington and Beijing over trade disputes, the status of Taiwan, and military activities in the South China Sea, Deputy Secretary of State Kurt Campbell labeled the competition with China as the most significant challenge in US history. Chinese officials have denounced such remarks, urging the US to abandon Cold War mentalities and engage with China in a constructive manner.
