House Speaker Mike Johnson Seeks to Advance Wartime Aid for Israel Amid Political Pressure

In a bid to secure funding for national security packages that encompass Ukraine, Asia, and Israel, House Speaker Mike Johnson is facing immense political pressure from his fellow GOP lawmakers. Johnson, a Republican representative from Louisiana, has been grappling with divided Republican support for assisting Kyiv in defending itself against Russia's invasion.

For the past two months, Johnson has withheld a $95 billion supplemental package that would provide support to U.S. allies, offer humanitarian aid to civilians in Ukraine and Gaza, and replenish U.S. weapons sent to Taiwan. The recent attack by Iran on Israel has intensified the pressure on Johnson, but it has also presented an opportunity for him to highlight the urgency of approving the much-needed funding.

During an interview on Fox News Channel's "Sunday Morning Futures," Johnson stated that he and fellow Republicans understand the importance of standing with Israel and that he will make an effort to advance the aid package this week. The specific details of the package are currently being worked out as they consider various supplemental issues.

GOP Representative Mike Turner of Ohio, chairman of the House Intelligence Committee, revealed on NBC's "Meet the Press" that Johnson has conveyed his intention to find a funding path for Israel, Ukraine, and allies in Asia, with the aim of bringing it to the House floor this week. Johnson has expressed support for legislation that would structure some of the funds for Kyiv as loans, potentially tap into frozen Russian central bank assets, and include other policy changes.

While there is only one package with broad bipartisan support in Congress, which includes approximately $60 billion for Ukraine and $14 billion for Israel, the White House's national security spokesman, John Kirby, called on Johnson to expedite the process by putting that package on the floor as soon as possible. Kirby emphasized that the recent events underscore the significant threats faced by both Ukraine and Israel.

To navigate the path forward for funding Ukraine, Johnson has been in discussions with both the White House and former President Donald Trump. Prior to his upcoming visit to the Mar-a-Lago club in Florida, Johnson expressed that he enjoys a strong relationship with Trump and they are unified on important agenda items such as aid to Ukraine. However, Trump's "America First" ideology has led some Republicans to advocate for a more isolationist approach, causing support for Ukraine to dwindle over time.

In addition to handling the challenge of securing funding, Johnson will also face opposition from conservative members within his party upon his return to Washington. Representative Marjorie Taylor Greene, a right-wing Republican from Georgia, has called for Johnson's ouster, claiming that support for her effort is growing. While no other Republicans have openly joined Greene's campaign, a growing number of hardline conservatives are criticizing Johnson and defying his leadership.

Meanwhile, senior GOP lawmakers who support aid for Ukraine are growing increasingly frustrated with the lengthy delay in bringing the issue to the House floor. As Kyiv's troops face ammunition shortages and Russia becomes more emboldened in its offensive, Turner stressed the urgency for the United States to provide the necessary weapons to Ukraine.

Johnson is now tasked with crafting a package that includes policy wins for Republicans while maintaining support from Democrats. Although progressive Democrats have voiced concerns about supporting aid to Israel due to civilian casualties in Gaza, most House Democrats have rallied behind the Senate package. They argue that passing the Senate bill would allow immediate aid to reach Ukraine by going straight to the president's desk, making it the most viable option.

Many Democrats have signaled their willingness to support Johnson in defeating any attempt to remove him from the speaker's office if he puts the Senate bill on the floor. Representative Henry Cuellar, a Texas Democrat, expressed his willingness to save Johnson's position if it includes assistance for Israel, Taiwan, Ukraine, and reasonable border security measures.

As House Speaker Mike Johnson faces mounting pressure, the coming days will be crucial in his attempts to advance wartime aid for Israel while navigating the complex landscape of national security funding.
