House Speaker Mike Johnson Defends Support for FISA Re-Authorization Without Amendment

In a recent appearance on Fox News' Sunday Morning Futures, House Speaker Mike Johnson defended his decision to support the re-authorization of the Foreign Intelligence Surveillance Act (FISA) without a Republican-led amendment. The House voted to re-authorize FISA in a 273-147 vote on Friday, following Johnson's withdrawal of support for the proposed amendment.

The amendment, aimed at Section 702 of FISA, would have prohibited warrantless searches of communications involving U.S. citizens, with exceptions for imminent threats, consent searches, and known cybersecurity threats. However, Johnson's change of heart came after a confidential briefing, during which he claimed to have gained a "different perspective" on Section 702.

During his appearance, Johnson addressed the question of whether President Donald Trump supported his decision on FISA, to which he responded that they both agreed on the necessity of using FISA. He further emphasized that Trump had previously re-authorized FISA in 2018 for another six years. Johnson stated that the bill was modified to align with Trump's requirements and will now expire in the middle of the next administration, as the re-authorization period was changed from five years to two years.

To explain his rationale for opposing the amendment, Johnson presented a scenario where an analyst is responsible for intercepting communications that potentially involve threats to national security. He argued that requiring a warrant would introduce significant time delays, highlighting that the courts are not equipped to handle the volume of cases. Johnson emphasized that national security concerns must be prioritized to prevent potential harm to Americans.

In addition to defending his stance on FISA, Johnson addressed recent criticism from Representative Marjorie Taylor Greene, who introduced a motion to vacate him as House speaker. Johnson dismissed the motion as a distraction and stated that Trump is "100 percent with" him, alleviating concerns about his support within the party.

Johnson's meeting with Trump at Mar-a-Lago on Friday further solidified their alliance. During a joint appearance, Trump commended Johnson for his performance under challenging circumstances and expressed his appreciation for the House speaker's visit.

The re-authorization of FISA without the proposed amendment has drawn attention and sparked debates on the balance between national security and individuals' privacy rights. As FISA continues to shape intelligence-gathering practices, the decision to forego the amendment sets a precedent for future discussions on surveillance laws.
