The 46-year-old resident of Portland, along with his 37-year-old wife, Duanpen, has decided to equally split the massive prize with a friend named Laiza Chao, a 55-year-old resident of Milwaukie. Chao had contributed $100 towards the group's ticket purchase. After taxes, the winners will receive a lump sum payment of $422 million.

Expressing his gratitude and relief, Saephan stated, "I will be able to provide for my family and my health." As a cancer patient, he had often pondered how he could manage such a substantial amount of money and wondered about his lifespan. However, with this unexpected windfall, he now has the opportunity to secure his family's future and seek the best medical care available.

Saephan, who is a father to two young children, shared the heartwarming story of how the winning moment unfolded. After Chao sent him a photo of the purchased tickets, jokingly exclaiming, "We're billionaires," Saephan dismissed it until the next day when their fortunes took an extraordinary turn.

In the weeks leading up to the draw, Saephan diligently wrote down his chosen numbers on a piece of paper, carrying it with him everywhere, even placing it under his pillow while he slept. He fervently prayed for a win, yearning for assistance in prolonging his life and ensuring his family's well-being.

The winning ticket was sold in early April at a Plaid Pantry convenience store in Portland, concluding a more than three-month winless streak. The Oregon Lottery enforced a security and vetting process prior to revealing the fortunate winner's identity, as per state regulations. Lottery players in Oregon are generally not allowed to remain anonymous, and winners have one year to claim their prize.

The jackpot, which had a pre-tax cash value of $621 million, can be received either as a lump sum or as an annuity paid over 30 years, with an immediate payout followed by 29 annual installments. Both federal and state taxes within Oregon are applicable to the prize.

With a $1.3 billion sum, the latest Powerball jackpot now stands as the fourth largest in the game's history and the eighth largest among all U.S. lottery games, as confirmed by the Oregon Lottery. As a point of reference, the largest-ever U.S. lottery jackpot amounted to $2.04 billion and was claimed in California in 2022.
