**Buncombe County Named as Sanctuary Jurisdiction, Faces Potential Federal Sanctions**

The U.S. Department of Homeland Security (DHS) has designated Buncombe County as a "sanctuary jurisdiction," a term used for cities and counties that reportedly do not cooperate fully with federal immigration authorities. This designation places Buncombe County among several other jurisdictions nationwide identified in a list released by DHS on May 29.

This announcement follows an executive order signed by President Donald Trump on April 28, 2025, which directed Homeland Security Secretary Kristi Noem and Attorney General Pam Bondi to compile and publish a list of non-compliant jurisdictions. Alongside Buncombe County in North Carolina, Chatham, Durham, and Orange counties have also been included.

According to the DHS, these jurisdictions are accused of obstructing the enforcement of federal immigration laws, which, they claim, endangers American communities. However, the list does not specify the individual reasons why each jurisdiction was selected.

Earlier in February 2025, Sheriff Quentin Miller of Buncombe County clarified that his office would not collaborate with Immigration and Customs Enforcement (ICE) to enforce federal immigration laws except where required by state law HB10, which is relevant only after a crime has been committed. Sheriff Miller emphasized that BCSO deputies would not arrest or detain individuals solely to investigate immigration status without probable cause of an independent crime, labeling such practices as racially profiling and unconstitutional.

In response to jurisdictions like Buncombe County, the executive order outlines potential consequences such as the suspension or termination of federal grants and contracts. It also indicates that the Attorney General and the DHS Secretary will take necessary legal actions to ensure compliance with federal laws.

News 13 has reached out to Buncombe County officials for their comments on this designation and its implications, though a response has not yet been received.
