The motives behind Crooks' actions remain unclear, although authorities have been able to access his phone for further investigation. Sources revealed that cracking the phone did not unravel the case entirely, but it did provide leads to pursue. Additionally, Crooks' car was discovered to contain a metal box of explosives connected to a receiver, leading investigators to consider the possibility that he intended to create a distraction during the shooting.

Tom Knight, the Butler township manager, shed light on the sequence of events, mentioning a radio transmission indicating a suspicious individual on the rooftop as the officers' first notification to approach the building. Two officers attempted to reach the rooftop, with one boosting the other to grab hold of it. Unfortunately, Crooks pointed his rifle at the officer while he hung on to the roof, causing the officer to lose his grip and fall approximately eight feet to the ground. It was then that Crooks began firing.
