Russia Proposes Loyalty Agreement for Foreigners, Restricting Activities and Freedom of Information

In a move towards bolstering national loyalty, the Russian Internal Affairs Ministry has drafted a law that would require foreign citizens entering the country to sign a "loyalty agreement." According to TASS, the agreement would impose restrictions on foreigners, prohibiting them from hindering the activities of Russian public authorities and discrediting the state's external and internal policies.

The proposed law aims to ensure that foreign visitors respect and adhere to Russia's laws and policies during their stay. It states that signatories of the loyalty agreement are obligated to abstain from activities that hinder the functioning of Russian public authorities. This provision appears to be aimed at discouraging any form of opposition or criticism of the Russian government.

Furthermore, the loyalty agreement specifically prohibits disseminating materials that are contradictory to Russia's "constitutionally significant moral values." This includes a ban on spreading propaganda related to non-traditional sexual relations and distorting the historical truth about the Soviet Union's contribution to the victory over fascism.

The Russian Internal Affairs Ministry has not disclosed when it plans to present the draft law to the Russian State Duma for consideration. If passed, it would introduce significant restrictions on the activities and freedom of information of foreign citizens within Russia's borders.

Critics argue that this proposed law could potentially infringe upon freedom of expression and deter foreign visitors from openly discussing or criticizing Russian policies. They also express concerns over the limitations on disseminating information that may be considered controversial, such as historical narratives or discussions related to LGBTQ+ rights.

On the other hand, proponents of the law argue that it aims to protect Russia's national interests, ensuring that visitors respect the country's values and policies. They view the loyalty agreement as a necessary measure to maintain order and prevent any destabilizing influences from foreign actors.
