Robocall Impersonating President Biden Urges New Hampshire Voters Against Participating in Primary

A robocall featuring an AI voice resembling President Joe Biden has been circulating in New Hampshire, advising residents not to vote in the upcoming presidential primary scheduled for Tuesday. The call, which has been described as "severe" by the anti-robocall application Nomorobo, has sparked concern and raised questions about its origin and purpose.

The digitally-altered Biden voice on the robocall stated, "Republicans have been trying to push nonpartisan and Democratic voters to participate in their primary. What a bunch of malarkey. It's important that you save your vote for the November election." The voice claimed that voting in the primary would only serve the Republicans in their efforts to re-elect Donald Trump.

The source of the robocall remains unclear, and the authenticity of the voice recording is yet to be verified. However, the call has brought attention to the ongoing dispute between the state of New Hampshire and the Democratic National Committee, resulting in Biden's name not appearing on the primary ballot. This has led to an organized effort by supporters to write-in Biden's name instead.

Julie Chavez Rodriguez, Biden's campaign manager, swiftly responded to the robocall, stating that the matter has been referred to the New Hampshire Attorney General and that the campaign is discussing further actions to address the issue. Rodriguez denounced the spread of disinformation to suppress voting and undermine free and fair elections, emphasizing that defending democracy remains a top priority for the campaign.

Aaron Jacobs, a spokesperson for Write-In Biden, expressed concerns over the robocall, labeling it as "deep fake disinformation" aimed at harming Joe Biden, suppressing votes, and damaging democracy. The group continues to focus on rallying support for writing in Biden's name in the primary.

The robocall utilizes spoofing, a technique frequently used in fraudulent calls, manipulating caller ID information and displaying a false phone number to conceal the caller's true identity. In this case, the call appears on caller ID as a local New Hampshire number linked to Kathy Sullivan, a former New Hampshire Democratic Party chair and treasurer for the Granite for America PAC. The PAC has been actively encouraging voters to write in Biden's name in the primary.

Sullivan, who supports Biden in the 2024 election, reported receiving the robocalls and promptly filed a complaint with the New Hampshire attorney general's office. She believes her phone number was targeted in an attempt to disrupt her communications.

The campaign of Minnesota Rep. Dean Phillips, who is challenging Biden in the New Hampshire primary, learned about the robocall through outreach from reporters. A spokesperson for Phillips condemned any effort to discourage voters, calling it a disgraceful attack on democracy. The potential use of artificial intelligence to manipulate voters was described as deeply disturbing.

As the investigation into the robocall continues, concerns about voter suppression and the responsible use of technology in the electoral process loom large. Authorities are working diligently to identify those behind the spoofed calls and hold them accountable for any attempts to undermine the democratic process.
