President Xi Jinping Takes Lead in China's Reform Process, State Media Reports

In an official report released on Sunday, China's state media highlighted President Xi Jinping's significant role in the country's reform process. According to the report by Xinhua, the official news agency, President Xi has assumed leadership in the "overall design, coordination, supervision, and implementation" of reforms, as head of the top party group on systemic reform.
Citing unnamed authoritative sources, the report stated that President Xi meticulously reviewed each draft of major reform plans, making revisions word by word and sentence by sentence. Since assuming power in November 2012, President Xi has chaired 70 meetings with the leading group and commission on various major reform plans.
The report also underlined the historic significance of this year, marking the 45th anniversary of China's economic transformation and opening-up policy. In 1978, then-leader Deng Xiaoping set China on the path to economic revival during a meeting of the party's Central Committee held from December 18 to 22. The Central Committee later pledged further reforms and laid out numerous market-oriented measures in November 2013, a year after President Xi's inauguration.
The Xinhua report highlighted President Xi's personal involvement in the drafting process of the 2013 document on reforms. It was the first time the comprehensive deepening of reform was proposed, with the goal of advancing the modernization of the national governance system. The document outlined 60 specific tasks and 336 reform measures, providing a strategic focus, priority sequence, main directions, working mechanisms, promotion methods, timetable, and road map for reforms.
A major theoretical breakthrough mentioned in the document was the recognition that the market should play a "decisive role" in resource allocation. The report credited this call to President Xi, who was involved in the drafting process. The report quoted an unidentified source involved in the process, stating that "Without the determination of General Secretary Xi Jinping, it would have been difficult for a lot of major reforms to happen."
Over the past decade, significant strides have been taken to achieve China's reform goals, thanks to "major deployments" propelled forward under President Xi's leadership. The report emphasized that President Xi's vision and statements on key issues have provided a powerful ideological and theoretical weapon to carry out reforms.
