In a developing story, New York State Police have arrested a Horseheads resident and evacuated part of Main Street in Hanover Square due to the discovery of possible hazardous materials. The incident stems from an investigation into a potential explosive found on Merka Road in Chemung County.

On November 6th, a Veteran Highway Department employee discovered the suspicious item and immediately contacted 911. The New York State Police Bomb Disposal Unit and FBI were called in to safely handle the explosive. Following this incident, state and federal law enforcement began conducting a thorough investigation, involving interviews with neighbors and companies across the country.

On November 11th, authorities made a significant breakthrough in the case, arresting Michael P. Hilliard, a 43-year-old resident of Horseheads. Hilliard has been charged with 1st Degree Criminal Possession of a Weapon. The arrest took place after authorities intercepted a U-Haul on Route 13 in Newfield on Saturday evening, with scanner reports indicating that police had been tracking the vehicle since around 6:30 PM. However, no further details about the arrest have been provided by the New York State Police.

In the morning of November 12th, a search warrant was executed at Hilliard's apartment home located at 207 South Main Street in Horseheads. The New York State Police Bomb Disposal Unit, along with the Contaminated Crime Scene Emergency Response Team (CCERT) and Forensic Identification Unit, discovered suspicious and hazardous materials inside the residence.

As a result, the immediate surrounding area was evacuated to ensure the safety of the public. South Main Street between Franklin and Broad Street has been closed until further notice, which may extend up to 48 hours. Affected residents are being assisted by the American Red Cross and the Horseheads Fire Department.

New York State Police have urged anyone with information related to this incident to contact them at 585-398-4100.

WENY News, who has a crew on the scene, reported that South Main Street in Hanover Square is currently blocked off with police tape and barricades. Further updates on the situation are expected to be provided by the New York State Police in a forthcoming press conference.

This ongoing investigation has raised significant concerns regarding public safety, as the authorities continue to work diligently to ensure that the situation is resolved safely and promptly.
