China's Hackers Persistently Target US Critical Infrastructure, Says FBI Director

In a recent testimony before a House subcommittee on China, Federal Bureau of Investigation (FBI) director Christopher Wray revealed that hackers affiliated with the Chinese Communist Party are continuously targeting critical infrastructure in the United States. Wray's statement sheds light on the alarming scale and intensity of China's cyber espionage operations.

At the hearing, Wray warned that hackers associated with the Chinese government are attacking vital systems such as water treatment plants, the electrical grid, and oil and gas pipelines. He expressed concerns that these actions pose a real-world threat and could cause harm to American citizens and communities.

Highlighting the gravity of the situation, Wray stated, "China's hackers are positioning themselves on American infrastructure in preparation to wreak havoc. Low blows against civilians are part of China's plan." He further emphasized that China maintains a massive hacking operation, surpassing the combined efforts of every other major nation. Wray added that even if the FBI's cyber-focused agents were exclusively assigned to address China-related issues, they would still be overwhelmed, outnumbered "by at least 50 to 1."

While fears surrounding China's espionage activities and cyber operations are not new, the US intelligence community has recently become more vocal and concerned about the targeting of critical infrastructure by groups such as Volt Typhoon, linked to the Chinese Communist Party.

The extent of the threat posed by these hackers is described as "extremely sophisticated and pervasive" by officials from the National Security Agency (NSA), who issued a warning in November. Microsoft also disclosed in May 2023 that it had been monitoring Volt Typhoon's intrusions into various critical infrastructure sectors, including communication and transportation infrastructure in US states and Guam.

The FBI's revelation that it recently removed malware implanted by Volt Typhoon from hundreds of routers in people's homes and offices further underscores the need for vigilance in safeguarding US critical infrastructure from foreign cyber threats.

As concerns grow over China's cyber capabilities and their potential consequences, cybersecurity measures and cooperation between government agencies and the private sector will remain crucial in countering these persistent attacks on vital infrastructure.

In the face of this ever-present challenge, the US authorities will undoubtedly continue to intensify efforts to enhance cybersecurity measures and protect the nation's critical systems from China's relentless hacking operations.
