Biden Administration Approves Emergency Sale of Tank Ammunition Worth $106 Million to Israel

In a move aimed at supporting Israel's military operations in the southern Gaza Strip, the Biden administration has approved the emergency sale of nearly 14,000 rounds of tank ammunition worth over $106 million. The decision comes as President Joe Biden's request for a $106 billion aid package for Ukraine, Israel, and other national security purposes faces obstacles in Congress due to debates surrounding U.S. immigration policy and border security.
The State Department confirmed that the emergency sale was authorized on Saturday, with Secretary of State Antony Blinken determining that "an emergency exists that requires the immediate sale" in the interest of U.S. national security. By notifying Congress of the sale late Friday, the administration effectively bypassed the usual congressional review requirement for foreign military sales.
The sale includes 13,981 120 mm High Explosive Anti-Tank Multi-Purpose with Tracer tank cartridges, along with U.S. support, engineering, and logistics. All the materiel will be sourced from the Army inventory. According to the State Department, the enhanced capability will serve as a deterrent to regional threats and strengthen Israel's homeland defense.
While bypassing Congress through emergency determinations for arms sales is an uncommon step, it is not unprecedented. In May 2019, then-Secretary of State Mike Pompeo made a similar emergency determination for an $8.1 billion sale of weapons to Saudi Arabia, the United Arab Emirates, and Jordan. This decision was prompted by concerns in overcoming lawmakers' objections regarding the Saudi-UAE-led war in Yemen.
Historically, at least four administrations have employed this authority since 1979. Notably, President George H.W. Bush's administration utilized emergency determinations during the Gulf War to expedite arms supplies to Saudi Arabia.
The current emergency sale to Israel underscores the United States' commitment to Israel's security and its national interests in assisting Israel to maintain a strong and capable self-defense capability. However, some Democratic lawmakers have expressed the possibility of conditioning American assistance to Israel on Israeli Prime Minister Benjamin Netanyahu's government taking concrete measures to reduce civilian casualties in Gaza during its conflict with Hamas.
It remains to be seen how this emergency sale will impact the ongoing discussions surrounding the aid package and the broader debate on U.S. foreign policy in the Middle East. As tensions continue to escalate, attention will be focused on the effectiveness of the enhanced defense capabilities and their role in regional stability.
