UN Agency Accuses Israel of Detaining and Torturing Palestinians, Including Staff Members

The report alleges that detainees were subjected to physical and psychological abuse, including beatings, sleep deprivation, sexual abuse, and threats of sexual violence.

According to UNRWA spokeswoman Juliette Touma, some staff members were coerced into making false confessions about the agency's ties to Hamas under torture and ill-treatment. These false confessions were allegedly obtained through questioning about relations between UNRWA and Hamas and their alleged involvement in the October 7 attack against Israel.

Israel has previously accused 12 UNRWA staffers of involvement in the terrorist attacks and claimed that approximately 12% of the agency's 13,000 employees are members of Hamas or other Palestinian militant groups. The allegations were supposedly supported by cell phone data and other sources.

UNRWA has asserted that it terminated 10 of the 12 accused staffers and that the other two are deceased. However, CNN has not yet been able to independently verify these allegations.

Although the report has not been officially released by UNRWA, a leaked copy obtained by CNN highlights testimonies from Palestinian detainees held in Israeli prisons and military sites. The detainees described instances of abuse as well as threats and acts of violence, some of which allegedly resulted in the death of detainees while in Israeli custody.

The Israeli military has not yet responded to the specific allegations about the torture and detention of UNRWA staffers. However, the military released a statement emphasizing that mistreatment of detainees violates their values and orders and is strictly prohibited. The statement also denied claims of sexual abuse and deprivation of sleep, asserting that detainees have access to medical care.

UNRWA estimates that approximately 4,000 Gazans have been detained by the Israeli military since the start of the war. Of these detainees, 29 are children, 80 are women, and there are also elderly individuals with Alzheimer's and people with intellectual disabilities.

The leaked UNRWA report also reveals that, upon release, some detainees required immediate transport by ambulances due to their injuries or illness. The report further states that detainees were held and interrogated at military sites in Israel before being transferred into the prison system, sometimes enduring prolonged periods of cold, stripped and handcuffed without access to essential facilities such as toilets, food, or water.

While CNN has been unable to independently verify all the allegations outlined in the leaked report, it is worth noting that the news outlet has previously documented similar claims of abuse by Palestinian detainees.

At present, investigations into the reported deaths of detainees are pending within the Israeli military police. The UNRWA report highlights that the alleged ill-treatment was used to intimidate, humiliate, extract information, and elicit confessions from detainees.

The leaked report will likely add to the ongoing tensions between UNRWA and Israel, further fueling concerns and criticisms over the treatment of Palestinians in Israeli custody.
