In a heartbreaking incident that unfolded in Phoenix, Arizona, twin toddlers Valentina and Penelope Ruiz lost their lives after a distressing drowning incident in a backyard pool. The incident occurred on Thursday when authorities responded to a distress call reporting a child in danger.
