Rancho Palos Verdes Declares State of Emergency as Landslide Crisis Deepens

The city of Rancho Palos Verdes is facing a worsening landslide crisis, prompting Governor Gavin Newsom to declare a state of emergency. As power was shut off for hundreds of residences, the state is mobilizing resources to aid in the response and provide assistance to affected homeowners.

According to a statement from Governor Newsom's office, the Governor's Office of Emergency Services has been working closely with the city and county for almost a year, offering technical assistance, facilitating federal grants for groundwater work, and helping with damage estimates.

Local officials, including County Supervisor Janice Hahn, have been urging Governor Newsom to visit the city and witness the devastating impact of the landslides firsthand. Supervisor Hahn has committed an additional $5 million in county funds to respond to the disaster, but acknowledges that much more financial support will be required. She estimates that government funding of up to $1 billion may be needed to adequately address the situation.

Earlier this summer, the city of Rancho Palos Verdes declared a local emergency to address the ongoing crisis. To discuss the recent power shutoffs and amend the state of emergency, the city council has scheduled a special meeting. Meanwhile, a regular city council meeting is also slated to take place, indicating the urgency of the situation.

Southern California Edison (SCE) has implemented precautionary measures amid the escalating landslides, leading to power outages for over 100 additional homes in the Seaview neighborhood. The latest shutoff occurred on Monday, affecting 47 homes for 24 hours, 40 properties for 1 to 3 weeks, and leaving 20 properties without power indefinitely.

To support affected residents, SCE has stationed a Community Care Vehicle in the area, offering assistance and support. Additionally, the city is identifying hotels and accommodations that can provide discounted rates for those seeking alternative housing arrangements due to the lack of gas and electricity services.

The situation in the Portuguese Bend community remains critical, with residents advised to be prepared to evacuate on short notice. While concerns about potential looting and predatory vendors exist, residents are determined to stay resilient despite feeling abandoned by SCE. The ongoing power shutoffs have disrupted their lives and forced them to consider costly options to cope with the situation.

The landslide crisis in Rancho Palos Verdes, spanning 680 acres, has caused extensive damage to homes, roads, and utilities. The movement of the land, accelerating since the heavy rains in spring 2023, has created ongoing risks for residents. Supervisor Janice Hahn highlights the urgent need to assist these residents who face daily challenges without gas, electricity, and stable ground beneath their homes.

Resources are available for Rancho Palos Verdes residents through the city's website and helpline, as well as the genasys Protect app. In response to the power shutoffs, the city has procured three generators to power the sewer system, ensuring that there is no immediate public health concern. Los Angeles County Sheriff Robert Luna has authorized the use of drones to safeguard against potential criminal activity in the area.

This ongoing crisis, triggered by geological conditions and exacerbated by recent tunneling, calls for immediate action to mitigate further damage. The city of Rancho Palos Verdes is in dire need of support, and with the state of emergency declaration, residents and officials hope to receive the necessary resources to address this escalating landslide crisis.
