Additionally, there is a solid chance that Penix will still be available at the Raiders' pick at No. 13, unless Minnesota (No. 11) or Denver (No. 12) decide to select him. If the Raiders don't value Penix at No. 13, there is a possibility of trading later in the first round, second round, or even at No. 44, should he drop that far.
While Penix might require a trade up, the Raiders could view him as the easiest quarterback to obtain through such a move. Should they feel strongly about his potential, the Raiders may make a strong push to secure him. However, it ultimately boils down to preference and availability, as Minnesota or Denver might snag him before the Raiders have the chance.
