Israel Seeks Non-Hamas Palestinians to Manage Civilian Affairs in Gaza

Israel is planning to implement "humanitarian pockets" in specific districts of the Gaza Strip where Hamas has been expelled. The move aims to pilot post-war administration in these areas, excluding individuals affiliated with Hamas or the Palestinian Authority, as confirmed by a senior Israeli official. The plan involves selecting non-Hamas Palestinians to oversee civilian affairs, with the hope of achieving success once Hamas is eliminated as a threat. The Zeitoun neighborhood in northern Gaza City is being considered for the project, where local merchants and civil society leaders would distribute humanitarian aid under Israeli military security. Hamas, however, views this plan as a form of Israeli reoccupation of Gaza and opposes any involvement of the Palestinian Authority due to its failure to condemn a recent Hamas attack on Israel. Despite the United States advocating for a role for the PA in governing Gaza post-war, Israel remains hesitant, expressing willingness to collaborate with individuals associated with Fatah, the PA's secular rival faction.
